Make sure your sugar is in an airtight container, not more than 3/4 full.
Put a little cup/bottle cap into the top of the container and carefully add an ounce of water into the cup NOT the sugar. Close up the jar and let it sit 3-4 days.
This time of year, most of the brown sugar in stores is already dry so there's no surprise that this happens at home. But I squish every plastic bag of brown sugar I buy, just to make sure it's soft.

You are soaking the bear in water for a half hour or so first, right?
If that isn't working for you, you can use the tried and true method of throwing in a slice of bread. (We have two containers of brown sugar here, one of them is marked 'gluten free' and only uses the bear.)
BTW, you only want to use the bear with brown sugar that is made from cane sugar, brown sugar made with beet sugar (usually the cheaper 'house' brand) will leach the color of the added molasses from the sugar around the bear.

My daughter gave me a couple of those little teddy bears that you put in brown sugar to keep it soft.... They work!
Sorry, I don't know where to buy the teddies.

You can buy them here at KA. I just bought them and they work fine, but you have to soak them for 20 min. and repeat when it gets dried out.

In the past I have wrapped a wet paper towel, loosely, in foil and put that in the top of a tightly closed plastic container of good, like Mike says, brown sugar. After 24 hours your sugar should be nice and soft. Discard the foil ball and then use your well soaked teddy bear.
