Potato Flour vs. Riced Potato

Does anybody know how to substitute potato flour for riced potatoes for donuts/bread recipes?

Hi,
Fresh riced potatoes are about 75% water. You'll need to convert the riced potato amount into individual amounts of Water and Potato Flour. Frank @ KAF.

I recently tried to use potato flour and was surprised how quickly it gummed up. Any tricks of mixing water & potato flour lump free. A blender of course. 75 % water, 25 % potato flour.
